The commercial employers' liability insurance associations are an insurer of the social accident insurance for German private sector companies and their personnel. Also under the social accident insurance, public sector accident insurers cover public service employees and corporations that originated from public services (e.g. the German Railway or the Federal Postal Service). Furthermore, the public sector accident insurers cover children in day-care facilities as well as pupils, students and volunteers.

Commercial employers' liability insurance associations and public sector accident insurers are entrusted with the prevention of workplace accidents, occupational disease and work-related health hazards. Should insured persons nevertheless suffer from a work-related accident or an occupational disease they have the right to medical, occupation and social rehabilitation.
